GENERAL SANTOS CITY, Mindanao — The Eastern Mindanao Command (EastMinCom) of the Armed Forces of the Philippines (AFP) placed its disaster response units on heightened alert and commenced rapid damage assessment operations across its Joint Operational Area (JOA) following an earthquake that struck several areas in Mindanao on the morning of Monday, June 8, 2026.
Lt. Gen. Adonis Ariel G. Orio PA, the commander of EastMinCom, personally led an aerial reconnaissance over General Santos City earlier on June 8 to assess conditions on the ground and identify areas potentially requiring immediate military and humanitarian assistance.
The activation of the Command Emergency Response Team was carried out immediately following the earthquake, according to a statement issued by Col. Rosa Ma. Cristina Rosete-Manuel PA, Chief of the EastMinCom Public Information Office.
Command Emergency Response Team Activated
In the hours following the earthquake, EastMinCom activated its Command Emergency Response Team as part of its standard protocols for natural disaster events within its area of responsibility.
The activation was aimed at ensuring timely monitoring, coordination, assessment, and the delivery of disaster response efforts to communities affected by the seismic event, according to the official statement.
The Command said it is in constant coordination with the Office of Civil Defense (OCD), local government units (LGUs), disaster risk reduction and management offices (DRRMOs), and other concerned government agencies to determine the full extent of the earthquake's impact across Mindanao.
These inter-agency coordination efforts are intended to identify areas that may require immediate assistance and to streamline the delivery of relief and emergency services to the most vulnerable populations in affected communities.
Lt. Gen. Orio Leads Aerial Reconnaissance Over General Santos City
As part of EastMinCom's initial response posture, Lt. Gen. Orio personally conducted an aerial reconnaissance over General Santos City on the morning of June 8, 2026. The aerial survey was completed earlier in the day, according to the official statement released by the command's Public Information Office.
The reconnaissance mission was designed to provide the command's leadership with a direct visual assessment of conditions in one of the affected areas, helping determine where immediate response and coordination efforts should be concentrated.
General Santos City is among the areas in Mindanao covered by EastMinCom's Joint Operational Area and falls within the command's disaster response mandate during natural calamity events.
Rapid Damage Assessment Underway in Affected Areas
Simultaneously with the activation of its emergency response team, EastMinCom commenced Rapid Damage Assessment and Needs Analysis (RDANA) activities in coordination with local authorities and partner agencies across affected areas.
The RDANA process is a standardized government procedure used to validate initial damage reports and identify critical requirements on the ground, including infrastructure damage, displacement of residents, and the need for medical or logistical support.
The command stated that RDANA activities are being conducted in close coordination with local authorities and partner agencies to ensure accurate and verified information reaches decision-makers responsible for directing relief operations.
Results from the RDANA activities are expected to guide the deployment of specialized assets, including engineering units, medical teams, and communication resources, to priority areas identified as most severely affected.
HADR Units, Medical and Engineering Assets Placed on Standby
As part of its heightened readiness posture, EastMinCom has placed multiple specialized units and assets on standby for immediate deployment should field assessments determine the need for their mobilization.
According to the official statement, the assets placed on standby include:
- Humanitarian Assistance and Disaster Response (HADR) units
- Medical personnel
- Engineering units
- Communication assets
- Mobility platforms
These units are prepared to be deployed at short notice to affected communities across EastMinCom's Joint Operational Area, depending on the findings of ongoing damage assessment activities and the requests of local government units and disaster management offices.
The standby posture reflects the command's commitment to rapid response in the immediate aftermath of natural disasters, in keeping with the AFP's mandate to support civilian authorities during calamities.
EastMinCom Coordinates With OCD and Local Government Units

EastMinCom's Role in Disaster Response
The Eastern Mindanao Command is one of the AFP's major unified commands and is responsible for military operations and disaster response across the eastern portion of Mindanao, including its coastal and interior provinces. Its Joint Operational Area encompasses a wide geographic region that includes several provinces and cities in Mindanao that are periodically affected by seismic activity.
