17.5   Similarly, Item 7.0 of COA and DBM Joint Circular No. 2, series of 2020 dated
       October 20, 2020 states that hiring under COS is limited to consultants, learning
       service provides and/or other technical experts to undertake special project or
       job within a specific period.

17.6   In reviewing the Contract Agreement, we noted that the responsibilities of COS
       personnel are detailed in the Statement of Duties and Responsibilities. However,
       evaluation of the Accomplishment Reports for these personnel indicates that
       they are performing tasks that are either unrelated to or significantly different
       from the activities specifically outlined in their contracts, as summarized in the
       table below:
