QUEZON CITY, June 27, 2026 — Much of the Philippine archipelago woke up Saturday under rain-laden skies, as the Southwest Monsoon tightened its grip on Luzon and Visayas and the Intertropical Convergence Zone kept portions of Mindanao unsettled. The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) issued its 24-hour public weather forecast at 4:00 AM on Saturday, June 27, 2026, warning of flash flood and landslide risks across dozens of provinces, valid until 4:00 AM on Sunday, June 28.

For millions of Filipinos planning to travel, work outdoors, or head out to sea today, the forecast calls for caution — particularly in and around Metro Manila, the western coast of Luzon, and the Eastern Visayas corridor, where rains are expected to be most persistent and heaviest.

What Is Driving Today's Weather

Two weather systems are at work across the country today, according to PAGASA.

The primary driver is the Southwest Monsoon, known in Filipino as habagat. This is a large-scale seasonal wind system that blows moisture-rich air from the southwest across the Philippine landmass each year between roughly June and September. When habagat is active and strong, it feeds sustained, widespread rainfall — not just brief afternoon showers — to the western and central portions of the country. That is exactly what is happening today across Luzon and Visayas.

The second system affecting parts of Mindanao and Eastern Visayas is the Intertropical Convergence Zone, or ITCZ. This is a belt of low pressure near the equator where the trade winds from the northern and southern hemispheres meet, forcing warm, moist air upward and generating persistent clusters of rain and thunderstorms. When the ITCZ pushes northward toward Mindanao, it can deliver steady, heavy rainfall over several days.

Together, these two systems mean that a large portion of the country faces not just inconvenience today, but genuine weather hazards that require preparation and vigilance.

Region-by-Region Forecast

Luzon

The heaviest and most widespread rain today falls across a long list of Luzon provinces, all under the direct influence of the Southwest Monsoon. Metro Manila, La Union, Pangasinan, Batanes, Babuyan Islands, Zambales, Bataan, Tarlac, Pampanga, Bulacan, Cavite, Batangas, Occidental Mindoro, and Palawan can all expect cloudy skies with scattered rains and thunderstorms throughout the forecast period. PAGASA warns that moderate to at times heavy rains in these areas may trigger flash floods or landslides.

For the rest of Luzon — provinces not listed above — the outlook is somewhat lighter: partly cloudy to cloudy skies with isolated rainshowers or thunderstorms. However, PAGASA cautions that flash floods and landslides remain possible during severe thunderstorm episodes even in these areas.

Coastal waters along Luzon are forecast to be slight to moderate, with wave heights of 1.5 to 2.1 meters. Winds are light to moderate from the southwest.

Visayas

The Visayas region is split between two weather influences today. Antique, Iloilo, and Guimaras in the Western Visayas fall under the Southwest Monsoon's direct reach, meaning cloudy skies with scattered rains and thunderstorms — the same high-impact pattern as the western Luzon provinces — with risks of flash floods and landslides from moderate to occasionally heavy rainfall.

Eastern Visayas, meanwhile, is being battered by the ITCZ, also producing cloudy skies with scattered rains and thunderstorms and carrying the same flash flood and landslide hazards.

The rest of the Visayas region — provinces not specifically named above — will see partly cloudy to cloudy skies with isolated rainshowers or thunderstorms under the broader influence of the Southwest Monsoon. Flash floods and landslides are still possible should severe thunderstorms develop. Coastal waters in the Visayas fall under the general national forecast of slight to moderate seas with wave heights of 0.6 to 1.2 meters.

Mindanao

Northern Mindanao, Caraga, and Davao Region are under the influence of the ITCZ, with cloudy skies, scattered rains, and thunderstorms expected — and the same warnings for possible flash floods and landslides from moderate to heavy rainfall that apply to ITCZ-affected areas in Visayas.

The rest of Mindanao will experience partly cloudy to cloudy skies with isolated rainshowers or thunderstorms, this time driven by localized thunderstorms. Even in these less directly affected areas, PAGASA warns that severe thunderstorm episodes could still bring flash floods or landslides.

Coastal waters around Mindanao and the rest of the country outside Luzon are forecast as slight to moderate, with wave heights of 0.6 to 1.2 meters, and winds blowing light to moderate from the southwest to west.

Decoding Today's Hazard Warnings

PAGASA's forecast does not carry a formal tropical cyclone wind signal today, but it does flag specific weather hazards that deserve close attention. Understanding what these mean — and what you should actually do — is critical. For a complete guide, see how to read PAGASA's weather warnings.

Flash floods can develop rapidly in low-lying areas and near rivers and streams when moderate to heavy rainfall falls quickly, especially in areas where the ground is already saturated. You do not need a typhoon for a flash flood — persistent monsoon rains like today's are a known trigger.

Landslides are a risk in upland, hilly, and mountainous communities when prolonged or intense rainfall saturates slopes. Communities in elevated terrain within the affected provinces should stay alert to ground movement and any advisories from their local government units.

"Possible flash floods or landslides due to moderate to at times heavy rains" — PAGASA, 24-Hour Public Weather Forecast, 4:00 AM, June 27, 2026

If you live near a river, estuary, or hillside in Metro Manila, western Luzon, Antique, Iloilo, Guimaras, Eastern Visayas, Northern Mindanao, Caraga, or Davao Region, treat today's forecast with the same seriousness you would a formal warning. Know your evacuation route. Keep emergency contacts ready.

What Today's Weather Means for You

Commuters

Metro Manila commuters face a challenging day. Scattered rains and thunderstorms throughout the forecast period mean traffic congestion on major roads is virtually certain, particularly during morning and evening rush hours. Expect flooding in low-lying streets and underpasses. Allow extra travel time, waterproof your belongings, and avoid flood-prone routes. If you see rapidly rising water on the road, do not attempt to cross — turn back.

Fisherfolk and Small-Boat Operators

PAGASA forecasts wave heights of 1.5 to 2.1 meters along Luzon's coastal waters — conditions that pose a real risk to small and bancas-type vessels. Fisherfolk operating off Luzon should exercise extreme caution and consider deferring trips until seas calm. In the rest of the country, wave heights of 0.6 to 1.2 meters are more manageable but still require attention, especially near areas where thunderstorms could develop suddenly.

Farmers

Farmers across western Luzon, the Western Visayas provinces of Antique, Iloilo, and Guimaras, and Mindanao's eastern and northern regions should watch for potential flooding of low-lying fields and secure loose equipment and crops ahead of possible heavy downpours. Persistent monsoon rains can waterlog fields and damage standing crops. Coordinate with your local agriculture office for specific guidance.

Students, Parents, and Schools

With scattered rains and thunderstorms forecast for Metro Manila and many provinces throughout the day, parents should prepare children with rain gear and keep track of any class suspension announcements from local government units. Suspension decisions rest with local officials — monitor your LGU's official social media channels and local radio for updates, particularly if rains intensify through the morning.

Outdoor Workers

Construction workers, delivery riders, utility crews, and all outdoor workers across the affected provinces should prioritize safety when thunderstorms approach. Lightning is a serious hazard during thunderstorm activity — seek sturdy shelter immediately when you hear thunder. Do not shelter under trees or near tall metal structures.

Temperature and Humidity Outlook

PAGASA's weather station at Science Garden in Diliman, Quezon City recorded a maximum temperature of 32.2°C at 2:00 PM yesterday and a minimum of 25.4°C at 6:00 AM. Relative humidity ranged from a high of 94% at 5:00 AM to a low of 67% at 2:00 PM.

The combination of high temperatures and high humidity — particularly through the morning hours — can make conditions feel significantly warmer than the actual temperature reading. Even on a rainy monsoon day, when rains pause or thin out, the heat and humidity can be draining. Stay hydrated, take breaks in shaded or cool areas, and watch for signs of heat exhaustion if you must work outdoors.

In Metro Manila, sunrise is at 5:30 AM and sunset is at 6:29 PM today. The moon is at 95% illumination — effectively a near-full moon — rising at 4:20 PM and setting at 2:55 AM.

Bottom Line

If you are in Metro Manila, western Luzon, Antique, Iloilo, Guimaras, Eastern Visayas, Northern Mindanao, Caraga, or Davao Region today, the single most important thing you can do is stay away from rivers, esteros, and hillsides — and know your evacuation route before you need it. The Southwest Monsoon and the ITCZ are producing the conditions for flash floods and landslides in these areas right now. You do not need a typhoon for these hazards to materialize.
