QUEZON CITY — The Department of National Defense (DND) has established a direct working channel with Germany's economy ministry, enabling German defense manufacturers to learn about the Philippines' military capability requirements. This development follows a courtesy call by a German business delegation on Monday, October 5, 2026, according to a statement from the DND.
Secretary of National Defense Gilberto C. Teodoro Jr. welcomed the delegation at Camp General Emilio Aguinaldo. The group was led by Ann Hake, policy officer at the German Federal Ministry for Economic Affairs and Energy (BMWE), and was accompanied by German Ambassador to the Philippines Dr. Andreas Michael Pfaffernoschke.
Establishing a Working Link with DND Offices
The primary outcome of the meeting was the creation of a working link between the BMWE and relevant DND offices, as stated by the department. This arrangement aims to help German defense industry leaders gain a clearer understanding of the Philippines' military capability needs and identify potential areas where German industry can contribute to the country's defense outlook.
The DND did not disclose the names of specific companies within the delegation, nor did it identify particular equipment, systems, or projects that were discussed during the meeting.
Trade Mission Under SME Program
The German delegation is visiting the Philippines as part of the BMWE's Market Development Programme. This initiative assists small and medium-sized German enterprises in entering new markets abroad, signaling Berlin's broader interest in the Philippine defense sector, extending beyond government-to-government ties to its industrial base, including smaller firms.
Building on the 2025 Defense Arrangement
Both the Philippine and German sides acknowledged the momentum in their defense relations since the signing of the 2025 Arrangement concerning Defence Co-operation. They reaffirmed their commitment to pursuing defense industry collaboration, which is one of the cooperation areas identified under the arrangement, in response to what the DND described as an evolving security environment.
Secretary Teodoro and German Federal Defence Minister Boris Pistorius signed the arrangement in Berlin on May 14, 2025. The signing occurred on the sidelines of the United Nations Peacekeeping Ministerial meeting.
This pact builds upon a 1974 administrative agreement, which covered the training of Armed Forces of the Philippines personnel in Germany. This 1974 agreement is one of the Philippines' oldest defense cooperation frameworks with another country. The new arrangement expands cooperation to include cybersecurity, defense armaments and logistics, and UN peacekeeping.
The 2025 agreement followed Pistorius's 2024 visit to Manila, which marked the first time a German defense minister had visited the Philippines. During that visit, Pistorius and Teodoro announced plans to pursue a bilateral defense arrangement. At the time of its signing, the arrangement was viewed as part of Manila's strategy to broaden its network of security partnerships beyond its traditional ally, the United States, as the Philippines strengthens its position amid the South China Sea dispute.
Push for a Self-Reliant Defense Industry
The DND reiterated its commitment to enhancing partnerships with like-minded countries. It also emphasized its dedication to developing a self-reliant and capable local defense industry that supports the modernization efforts of the Armed Forces of the Philippines.
