Over 10,200 personnel from various government agencies have been mobilized to secure the upcoming 48th ASEAN Leaders' Summit 2026 in Cebu, with a formal send-off ceremony conducted at the historic Mactan Shrine in Lapu-Lapu City on Saturday, May 2, 2026.
The ceremony was led by Police General Jose Melencio C. Nartatez Jr., Chief of the Philippine National Police, alongside members of the PNP Directorial Staff and key national and regional leaders, marking the full operationalization of a unified multi-agency security framework for the high-level regional diplomatic event.
The massive deployment under Task Group Central Visayas reflects the government's commitment to ensuring a secure and successful staging of the summit scheduled for May 7-8, with foreign delegates expected to arrive as early as May 5 and depart until May 12.
Comprehensive Security Framework Activated
The Task Group Central Visayas under the Committee on Security, Peace and Order, and Emergency Preparedness and Response (CSPOEPR) was formally activated during the ceremony, integrating forces from multiple agencies including the PNP, Armed Forces of the Philippines (AFP), Bureau of Fire Protection (BFP), Philippine Coast Guard (PCG), Department of Health (DOH), and Office of Civil Defense (OCD).
According to the PNP, the deployment covers comprehensive security measures including site security, convoy protection, coastal and airspace monitoring, traffic management, emergency medical response, and rapid incident handling capabilities.
Col. Arthur M. Romanillos Jr., representing the Visayas Command (VISCOM), emphasized that the success of the ASEAN Summit 2026 depends on seamless coordination among all participating agencies. He stressed that security, peace and order, and emergency preparedness are shared responsibilities requiring close coordination, timely communication, and collective action.
PNP Chief Conducts Aerial Assessment
PNP Chief Nartatez conducted an aerial inspection over key areas in Central Visayas to assess operational readiness, validate deployment plans, and ensure seamless coordination of security forces across critical sites, transport routes, and event venues.
"This operation is the result of extensive planning and sustained coordination, drawing from established best practices in previous national and international events. We are fully prepared to ensure a safe and secure ASEAN Summit," Nartatez said during the ceremony.
The PNP chief emphasized that deployment levels have been calibrated based on operational requirements to maintain optimal security coverage throughout the summit period.
High-Level Officials Attend Launch Ceremony
The send-off ceremony at Mactan Shrine brought together senior officials from various government agencies and local government units. Present during the event were Gen. Potenciano Camba of the Office of the Director General for Operations, Mayor Maria Cynthia K. Chan of Lapu-Lapu City, and RADM Agapito Bibat of the Philippine Coast Guard.
Military representatives included BGen. Sheila Grace Vicente of the Philippine Air Force, BGen. Joel N. Sobrera of the Philippine Army's 53rd Engineer Brigade, and Commo. Joselito E. De Guzman of Naval Forces Central.
Civilian agency heads also participated, including FCSUPT Fred L. Trajeras of the Bureau of Fire Protection Regional Office 7, Ms. Gelana N. Asis-Dimpas of the Department of Tourism Region 7, Dr. Joshua G. Brillantes of the Department of Health Regional Office 7, Director Joel Q. Mamon of the Office of Civil Defense Regional Office 7, and Regional Director Shalane Marie S. Lucero of the Department of Social Welfare and Development.

The ceremony recognized the strategic importance of Lapu-Lapu City, particularly the Mactan Shrine, as a landmark of courage, resilience, and national pride. Officials noted that these values reflect the nation's readiness to host the important regional diplomatic gathering.
