10.7. This shows that a substantial amount of the LDRRMF remained unutilized at the
      end of the year. Delays in the implementation of the planned LDRRM PPAs may
      hinder timely disaster response efforts and extend recovery period for affected
      communities during calamities.

10.8. Section 3 of RA No. 10121 allows the LDDRMF utilization for disaster
      preparedness and prevention activities, such as, among others, the construction of
      dams or embankments that eliminate flood risks, as well as the conduct of training
      aimed to build the capacities needed to respond to disasters.

10.9. Moreover, the abovementioned NDRRMC, DBM, and DILG JMC No. 2013-1
      envision projects and activities that “completely avoid potential adverse impacts
      through action taken in advance, such as construction of dams and embankments
      that eliminate flood risks,” among others.

10.10.     We recommended that Management maximize the utilization of the
     LDRRMF by promptly implementing the planned programs, projects, and
     activities aimed at eliminating flood risks, reducing the adverse impacts of
     hazards and calamities, and enhancing the capacity of the LGU, communities,
     and individuals to effectively anticipate and manage all types of emergencies,
     thereby ensuring an orderly transition from response to sustained recovery.

10.11. The LDRRMO mentioned that the PPAs related to the 70% Mitigation Fund and
       Continuing Appropriations were properly implemented during the year. However,
       the disbursements were made in the succeeding year, which affected the fund
       utilization rate for CY 2024. He submitted a utilization report with remarks
       indicating which projects were paid for in 2025.
