SAN FERNANDO, Cebu – A police officer was shot and wounded during a deadly standoff that ended with an armed suspect believed to have perished in a fire he set to his own residence on March 21, 2026, in Sitio Boloc-boloc, Barangay Sangat.
Patrolman Kim Villariaza of the Regional Mobile Force Battalion 7 (RMFB7) sustained a gunshot wound to the chest during the high-risk operation but continued to assist in securing the perimeter despite his injury. He was immediately evacuated to Carcar City District Hospital and later transferred to Chong Hua Hospital where he remains under medical observation.
The confrontation began around 4:00 p.m. when the suspect fatally shot a local vendor who was engaged in lawful livelihood activities, prompting an urgent multi-agency law enforcement response.
Multi-Agency Response Mobilized After Vendor Killing
RMFB7 operatives, led by Police Captain Rodney A. Bantolo under the supervision of Police Lieutenant Colonel Paterno Lagao Domondon Jr., Force Commander, immediately coordinated with multiple law enforcement units for the joint response operation.
The response team included personnel from the San Fernando Municipal Police Station, 2nd Provincial Mobile Force Company, Naga City Police Station, and Carcar City Police Station, demonstrating the coordinated approach to high-risk incidents in the region.
Upon arrival at the scene, law enforcement officers found the armed suspect had barricaded himself inside a residential structure and immediately opened fire on the responding units, escalating the situation into a dangerous armed standoff.
Tactical Operations Under Heavy Fire
Despite facing immediate gunfire upon arrival, RMFB7 personnel executed controlled tactical maneuvers designed to contain the threat while ensuring the safety of civilians in the surrounding area.
The exchange of gunfire continued as officers worked to establish a secure perimeter around the residence. During this phase of the operation, Patrolman Villariaza was struck by gunfire but demonstrated exceptional dedication to duty by refusing to withdraw from his position.
Law enforcement sources indicated that the suspect maintained his aggressive stance throughout the standoff, continuing to fire at officers while remaining barricaded inside the residential structure.
Suspect Sets Residence Ablaze During Final Phase
As the tactical operation progressed and containment measures tightened, the suspect made the decision to set his residence on fire, authorities reported.
The flames quickly engulfed the entire structure while the suspect remained inside, refusing all attempts at negotiation or surrender. Emergency responders were unable to conduct rescue operations due to the ongoing security threat and the intensity of the fire.
Authorities believe the suspect perished inside the burning residence, though investigation and clearing operations remain ongoing to confirm his status and gather evidence from the scene.
Wounded Officer Shows Exceptional Courage Under Fire
Medical personnel praised the quick response in evacuating Patrolman Villariaza from the scene following his chest wound. His condition remains stable under medical observation at Chong Hua Hospital.
Fellow officers noted Villariaza's exceptional courage in continuing to assist with perimeter security despite his injury, exemplifying the dedication and professionalism expected of law enforcement personnel in high-risk situations.
The wounded officer's actions during the standoff have been highlighted as an example of the commitment shown by RMFB7 personnel in protecting communities throughout their area of responsibility.
Investigation Continues at Fire-Damaged Crime Scene
Scene of Crime Operatives and fire investigators are working together to process the fire-damaged residence and surrounding area for evidence related to both the initial shooting of the vendor and the subsequent armed confrontation.
Authorities are conducting interviews with witnesses who observed the initial shooting incident that triggered the law enforcement response, as well as residents who may have information about the suspect's background and possible motives.
The investigation will also examine the tactical response procedures employed during the standoff to ensure protocols were properly followed and identify any lessons learned for future operations.
Community Impact and Law Enforcement Commitment
Local residents in Barangay Sangat expressed gratitude for the swift response of law enforcement agencies, though many remained shaken by the violence that occurred in their usually peaceful community.
The incident has highlighted the risks faced by vendors and small business operators who depend on street-level commerce for their livelihoods, as well as the dangers confronting law enforcement officers responding to armed suspects.
RMFB7 leadership emphasized their continued commitment to community protection, stating that personnel remain "ready to serve and protect at all times" despite the inherent risks of law enforcement operations.
Regional Security Coordination Proves Effective
The multi-agency response demonstrated the effectiveness of coordination between provincial, municipal, and specialized police units in addressing high-risk incidents that threaten public safety.
The involvement of forces from San Fernando, Naga City, and Carcar City, along with provincial mobile units, showed the regional approach to major law enforcement operations in Cebu province.
Police officials indicated that such coordination will continue to be emphasized in training and operational planning to ensure rapid, effective responses to similar incidents in the future.
