The Philippine National Police (PNP) on Wednesday formally received over half a billion pesos worth of new equipment designed to strengthen police capabilities nationwide, with officials emphasizing the critical timing ahead of the Holy Week period and summer vacation season.
PNP Chief Police General Jose Melencio C. Nartatez Jr. led the blessing and formal presentation ceremony of newly procured equipment on April 1, 2026, at 8:30 AM in front of the PNP National Headquarters Building at Camp BGen Rafael T. Crame in Quezon City.
The equipment acquisition, valued at ₱506,996,656.00, comes from two major funding sources: the Capability Enhancement Program (CEP) for fiscal year 2025 and the Congress-Introduced Changes and Adjustments (CICA) for fiscal year 2024.

Major Equipment Acquisitions Under Two Programs
Under the CEP FY 2025, the PNP received equipment valued at ₱244,710,956.00. This includes 800 sets of Civil Disturbance Management (CDM) equipment, 3,711 units of All Purpose Waistcoat Vests for officer protection, 600 sets of non-lethal equipment, and 403 units of autogated night vision devices with monocular capability.
The CICA FY 2024 program contributed additional assets worth ₱262,285,700.00, comprising 117 units of 4x4 personnel carrier vehicles and 71 units of light motorcycles. These mobile assets are specifically designed to enhance the mobility and operational reach of police units across the archipelago.
The ceremony was attended by the PNP Command Group, Directorial Staff members, Crame-based directors, and selected media representatives, underscoring the significance of this equipment upgrade for the organization.
Enhanced Capabilities for Tourist Police Operations
According to PNP Chief Nartatez, the new assets will particularly strengthen the operational capability of Tourist Police Units across the country, a critical enhancement as the Philippines continues to recover and boost its tourism sector.
"This will enhance the capability of our police units to prevent focus crimes in their respective areas. Ang mga kagamitang ito ay makakatulong upang mas mapalakas ang ating police visibility at response, pati na rin sa pagpapabuti ng patrolling at proteksyon sa ating tourism industry," Nartatez stated during the ceremony.
The timing of the equipment deployment aligns with peak travel seasons and religious observances. Tourism-focused police units nationwide are expected to benefit from improved mobility through the new vehicles and enhanced protection through the upgraded protective gear.
Strategic Deployment During Holy Week Season
The PNP chief emphasized the immediate operational value of the new equipment, particularly with the approaching Holy Week observance and the ongoing summer vacation period when travel and public gatherings typically increase.
"Itong mga kagamitan ay agad nating mapapakinabangan lalo na ngayong Holy Week, summer vacation, at iba pang mga darating na aktibidad upang masiguro ang kaligtasan at seguridad ng publiko," Nartatez explained.
The Civil Disturbance Management equipment and non-lethal options provide police units with enhanced crowd control capabilities during religious processions and other large gatherings typical of the Holy Week period. The night vision devices will support 24-hour security operations during extended religious activities.

Alignment with PNP Modernization Goals
The acquisition and deployment of these equipment fall under the PNP Focused Agenda, specifically addressing the key priority of Management of Resources. This strategic approach ensures that police assets are effectively utilized to support operational readiness and service delivery across all regions.
The new personnel carriers and motorcycles address long-standing mobility challenges faced by police units, particularly in rural and remote areas where rapid response capabilities have been limited by inadequate transportation resources.
The protective equipment, including the 3,711 all-purpose waistcoat vests, represents a significant investment in officer safety and operational confidence, enabling personnel to perform their duties with enhanced protection against various threats.
Vision for Enhanced Public Service
The equipment procurement supports the PNP's broader organizational vision of "Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman" (New PNP for the New Philippines: Fast, Honest, and Responsive Service).
This modernization initiative represents another milestone in the continuing efforts to upgrade PNP capabilities nationwide. The organization has been implementing systematic improvements to its equipment, training, and operational procedures as part of comprehensive reform and modernization programs.
The night vision devices are expected to significantly enhance nighttime patrol capabilities and surveillance operations, addressing security concerns during low-visibility conditions. The CDM equipment will enable more professional and controlled responses to civil disturbances while minimizing risks to both officers and civilians.
Immediate Operational Implementation
Police officials indicated that the new equipment will be distributed immediately to units nationwide, with priority given to areas experiencing higher crime rates and locations expecting increased tourist activity during the summer season.
The formal blessing ceremony, conducted according to traditional Filipino customs, marks the official integration of these assets into active police operations. Units receiving the equipment will undergo proper orientation and training to ensure optimal utilization and maintenance.
This equipment upgrade comes as the PNP continues to address various security challenges while maintaining public order and safety. The investment in both lethal and non-lethal capabilities reflects a balanced approach to law enforcement, emphasizing crime prevention while ensuring appropriate response options for different scenarios.
