MANILA, Philippines — Government employees nationwide will transition to work-from-home arrangements on Holy Wednesday, April 1, 2026, before enjoying a complete work suspension from noon onwards, Malacañang announced Tuesday, March 31.
According to Memorandum Circular No. 116 signed by Acting Executive Secretary Ralph G. Recto, all government personnel will work remotely from 8:00 a.m. to 12:00 noon on April 1, followed by a complete suspension of work from 12:00 noon onwards.
The circular states the arrangement aims "to provide government employees full opportunity to properly observe Maundy Thursday and Good Friday on 02-03 April 2026, and to allow them to travel to and from the different regions in the country."

Essential Services to Continue Operations
The memorandum clarifies that agencies delivering basic and health services, disaster preparedness and response units, and other vital service providers will maintain usual working arrangements throughout the period.
"However, agencies whose functions involve the delivery of basic and health services, preparedness/response to disasters and calamities, and/or the performance of other vital services shall continue with their operations under usual working arrangements," the circular states.
These exempted agencies include hospitals, emergency response teams, security forces, and infrastructure maintenance units that ensure continuous public service delivery during the holiday period.
Private Sector Arrangements Left to Employers
The Palace emphasized that private companies retain discretion over their Holy Week work arrangements. "The adoption of work from home and suspension of work for private companies and offices is left to the discretion of their respective employers," the memorandum specifies.
Palace Press Officer Claire Castro confirmed the timeline during a briefing Tuesday, stating all government personnel will work remotely from 8:00 a.m. to 12:00 noon, with complete work suspension from 12:01 p.m. onward.
Many private companies are expected to implement similar arrangements, though individual employers will determine specific policies based on operational requirements and business needs.
Transportation Hubs Prepare for Travel Surge
Transportation authorities are bracing for increased passenger volume as millions of Filipinos prepare to travel for Holy Week observances. Manila International Airport Authority General Manager Eric Jose Ines reported steady passenger arrivals and departures at Ninoy Aquino International Airport over recent weeks.
"We expected this volume already. However, we cannot predict possible cancellations for Middle East-based airlines if the crisis escalates," Ines said, referencing ongoing tensions in the Middle East that have impacted fuel prices globally.
Despite rising fuel costs affecting airline operations, travel demand remains robust as most passengers had secured advance bookings before recent price increases took effect.
Wednesday Peak Travel Expected at Bus Terminals
Parañaque Integrated Terminal Exchange spokesperson Jason Salvador identified Wednesday as the anticipated peak travel day for provincial-bound passengers. "Historically speaking, our peak is Wednesday. That is the last working day before the holiday, when many Filipinos begin traveling to their provinces," Salvador explained.

The surge occurs primarily among daily wage earners who complete work obligations before departing for their home provinces. "That's why passenger volume rises Wednesday afternoon until evening and continues into Thursday," Salvador noted.
Terminal operators have increased staffing levels and implemented additional crowd control measures to manage the expected influx of travelers during peak hours.
