The Philippines is actively pursuing expanded defense cooperation with NATO and European Union countries as security challenges continue to evolve globally, Defense Secretary Gilberto C. Teodoro Jr. announced during high-level discussions in Paris this week.

According to the Department of National Defense, Secretary Teodoro met with Admiral Giuseppe Cavo Dragone, North Atlantic Treaty Organization Chair of the Military Committee, on Tuesday, March 24, 2026, during the 2026 Paris Defence and Strategy Forum in France.

The defense chief emphasized the need for cross-regional convergence in military and defense cooperation as nations face increasingly complex security threats that transcend traditional boundaries.

Philippines Builds Foundation for Enhanced Military Interoperability

During the bilateral meeting, Secretary Teodoro outlined the Philippines' strategic approach to strengthening international defense partnerships. He shared that the country is currently establishing groundwork for enhanced interoperability and military exchanges with European Union member states and NATO countries.

The defense secretary highlighted that these initiatives are driven by the Philippines' commitment to strengthening national resilience and protecting Filipino citizens worldwide, regardless of their location.

"The Philippines is presently laying the groundwork for enhanced interoperability and exchanges with the European Union and NATO countries, underpinned by the country's duty to strengthen its resilience and protect the welfare of Filipinos wherever they may be in the world," Teodoro stated during the forum discussions.

NATO Expresses Commitment to Philippine Partnership

Admiral Cavo Dragone responded positively to the Philippine proposal, affirming NATO's readiness to pursue expanded cooperation with the Philippines. The NATO military leader acknowledged the strategic value of inter-regional partnerships in addressing contemporary security challenges.

Both defense officials recognized the critical importance of information sharing and exchanging best practices as countries from different regions work together to address threats to the existing international order.

The meeting represents a continuation of ongoing dialogue between Philippine and NATO leadership, building on previous engagements that have established a foundation for deeper cooperation.

Building on Previous Defense Engagements

The Paris meeting marks the second formal encounter between Secretary Teodoro and Admiral Cavo Dragone within the past year. The two defense leaders previously met during the 2025 Seoul Defense Dialogue in September, where they participated in panel discussions focused on geopolitical competition and strategies for restoring strategic stability.

Their continued engagement demonstrates the sustained commitment of both sides to developing meaningful defense relationships that extend beyond traditional regional boundaries.

The Seoul dialogue provided an initial platform for exploring areas of mutual interest and identifying opportunities for future collaboration between the Philippines and NATO member countries.

Strategic Context of Philippine Defense Modernization

The push for expanded NATO and European cooperation comes as the Philippines continues implementing its comprehensive defense modernization program. The Armed Forces of the Philippines has been actively seeking partnerships that can enhance military capabilities, improve training standards, and strengthen interoperability with international allies.

Philippine defense strategy increasingly emphasizes the importance of diversified partnerships that can provide access to advanced military technologies, training programs, and operational expertise from multiple international sources.

The country's geographic position in Southeast Asia makes it a valuable partner for NATO countries seeking to expand their engagement in the Indo-Pacific region, creating mutual benefits for enhanced cooperation.

Paris Defense Forum Provides International Platform

The 2026 Paris Defence and Strategy Forum served as an ideal venue for advancing Philippine defense diplomacy objectives. The annual forum brings together defense ministers, military leaders, and security experts from around the world to discuss emerging threats and collaborative solutions.

Philippine participation in such high-profile international defense forums demonstrates the country's commitment to playing an active role in global security discussions and partnership development.

The forum's focus on innovation, strategic partnerships, and emerging security challenges aligns with Philippine priorities for modernizing its defense capabilities and expanding international cooperation.

Implications for Regional Security Architecture

The Philippine initiative to strengthen ties with NATO and European partners reflects broader trends in Indo-Pacific security dynamics, where traditional alliances are expanding to include new forms of cooperation across regions.

Enhanced Philippine-NATO cooperation could contribute to greater stability and security in the South China Sea and broader Southeast Asian region, while providing NATO countries with expanded engagement opportunities in the Indo-Pacific.

The emphasis on information sharing and best practices exchange suggests that cooperation will likely focus on areas such as maritime security, cybersecurity, and humanitarian assistance and disaster response capabilities.
