The Philippine Coast Guard (PCG) confirmed the arrest of two of its personnel in separate anti-illegal drug operations conducted in Cebu City and Davao City on April 22 and 23, 2026. The arrests have prompted immediate disciplinary action from the coast guard leadership.
The arrested personnel were identified as Apprentice Seaman Neil Vincent Dandan Panugaling, assigned to the Coast Guard Fleet, and Petty Officer Third Class Edgardo Lugto, assigned to the Human Resource Management Unit of Coast Guard District Southeastern Mindanao.
Cebu City Buy-Bust Operation
Apprentice Seaman Panugaling was apprehended during a buy-bust operation at Sitio Puntod, Barangay Mambaling, Cebu City on April 22. The operation was led by the Philippine Drug Enforcement Agency (PDEA) Region VII in coordination with Cebu City Police Station 11 and Coast Guard intelligence operatives.
The joint law enforcement operation resulted in the dismantling of a suspected drug den and the arrest of five individuals. Authorities recovered suspected methamphetamine hydrochloride, locally known as "shabu," along with drug paraphernalia, marked money, and other non-drug evidence during the raid.
According to the PCG statement, the operation demonstrates the continued cooperation between various law enforcement agencies in combating illegal drug activities in urban centers.
Davao City Anti-Drug Operation
In a separate incident, Petty Officer Third Class Lugto was arrested in an anti-illegal drug operation at Barangay Sasa, Davao City on April 23. The operation was conducted by Coast Guard intelligence operatives working alongside multiple agencies.
Authorities recovered approximately 12 grams of suspected "shabu" with an estimated street value ranging from ₱78,000 to ₱81,600, as well as related drug paraphernalia. The significant street value highlights the substantial quantity of illegal substances involved in the case.
The Davao operation involved coordination between Coast Guard intelligence operatives, PDEA Region XI, Maritime Safety and Law Enforcement Command-Southeastern Mindanao, National Bureau of Investigation Region XI, Department of Justice, and the local government unit of Barangay Sasa.
Immediate Disciplinary Action
PCG Commandant Admiral Ronnie Gil Gavan immediately ordered the placement of both personnel under preventive suspension to ensure an impartial and expeditious investigation. The swift administrative action reflects the organization's commitment to accountability within its ranks.
"Let this serve as a clear warning to all PCG officers and personnel that the Command will not tolerate involvement in illegal activities or any act that undermines the integrity of the service," Admiral Gavan stated. "Those who violate the law will face the consequences of their actions."
The preventive suspension allows the PCG to conduct internal investigations while ensuring that the accused personnel cannot influence ongoing proceedings or continue their duties during the investigation period.

PCG Spokesperson Commodore Noemie Cayabyab confirmed that the coast guard is fully cooperating with PDEA and other law enforcement agencies in the investigation and filing of appropriate charges against the arrested personnel.
"These apprehensions demonstrate that the PCG does not shield its personnel from accountability," Commodore Cayabyab explained. "We will continue to support lawful operations against erring members and uphold the honor and credibility of the Coast Guard."
The spokesperson emphasized the organization's commitment to transparency and justice, regardless of the internal implications of prosecuting its own personnel.
