The immediate causes of these widespread alerts point to a troubling array of power plant outages and derated capacities plaguing both grids. In Mindanao, several critical generating units experienced forced outages or were operating at reduced capacities throughout Friday. This included Units 2 and 3 of the GNPower Kauswagan plant, along with Unit 2 of Therma Marine Inc., which suffered a forced outage in the morning. Further contributing to the shortfall were lower output levels from the Iligan Diesel Power Plant and the Western Mindanao Power Corporation.

The cumulative impact of these failures on Mindanao's energy supply is substantial. Data indicates that 15 power plants across the island are currently on forced outage this month, while 16 others have been unavailable since as far back as 2024. An additional seven plants are running at derated capacities, collectively leading to an estimated total loss of approximately 882.4 MW from the grid's potential output.

The situation in the Visayas grid presents a similarly concerning picture, if not more pronounced. On Friday, nine power plants in the region were not operational, with Units 1 and 2 of Therma Visayas Inc. and Unit 3 of the Panay Energy Development Corporation cited as major contributors to the significant capacity deficit. The problem extends deeper into the region’s infrastructure, with 24 other plants having been unavailable since 2021 and 14 operating at derated capacities, culminating in an estimated loss of 1,030.1 MW to the grid.

These week-long power alerts are not isolated incidents but rather a continuation of a pattern of tight supply margins that have repeatedly tested the resilience of the southern Philippines' energy infrastructure. On Thursday, September 10, the Mindanao grid endured a red alert from 5 p.m. to 6 p.m., immediately followed by a yellow alert. The Visayas grid also contended with red and yellow alerts that day, with a red alert spanning a significant seven-hour period from 2 p.m. to 9 p.m.

The preceding day, Wednesday, September 9, presented an even more challenging scenario for both regions. Mindanao experienced red alerts in two distinct periods, from 2 p.m. to 4 p.m. and again from 5 p.m. to 8 p.m., interspersed with multiple yellow alert intervals. The Visayas grid was under a grueling nine-hour red alert from 1 p.m. to 10 p.m. on that day, underscoring the persistent fragility of the power supply.

For businesses, manufacturing operations, and daily life across these vital regions, such power instabilities present significant challenges. Productivity can be severely hampered by unpredictable outages, perishable goods are placed at risk due to refrigeration failures, and the overall economic activity in the affected areas can suffer substantial setbacks. Households face discomfort, disrupted routines, and the constant uncertainty of when their electricity might be cut off, impacting everything from education to healthcare access.

Energy sector analysts have long articulated the pressing need to bolster the country's power generation capabilities. Cynthia Alabanza, a seasoned energy analyst, recently drew parallels to the near-daily power interruptions that plagued Mindanao around 2011 and 2012. She cautioned that without substantial new generating capacity coming online, the region could easily regress to such a precarious state of chronic deficiency, a warning that resonates deeply with the current series of alerts.
