The Department of the Interior and Local Government (DILG) has officially launched the Child-Friendly Local Governance Audit (CFLGA) 2026, calling on all local government units nationwide to intensify their efforts in promoting and protecting children's welfare through enhanced programs and strategic interventions.
The nationwide initiative, which began rolling out this month, reinforces President Ferdinand R. Marcos Jr.'s directive for local governments to prioritize children in governance by integrating child-focused interventions into their local development plans and service delivery mechanisms.
According to the DILG, the audit serves as a critical performance measurement tool that evaluates how effectively local government units translate child welfare policies into tangible outcomes that directly benefit Filipino children across the country.
Five Core Areas Under Review
The comprehensive audit framework examines local government performance across five essential areas: survival, development, protection, participation, and governance. Each category requires specific interventions and measurable outcomes that demonstrate genuine commitment to child welfare.
"This is about making sure that our policies reach the ground and improve the everyday lives of our children," the Department emphasized in its official statement regarding the 2026 audit implementation.
The survival component focuses on basic health services, nutrition programs, and emergency response systems for children. Development encompasses education access, early childhood development programs, and skills training opportunities.
Protection measures include safeguarding children from abuse, exploitation, and violence, while participation ensures children have meaningful involvement in decisions affecting their lives. The governance aspect evaluates how well local officials integrate child welfare into their administrative systems and budget allocations.
Raised Standards and Performance Requirements
For the 2026 audit cycle, the DILG has implemented more stringent requirements that demand higher performance standards from participating local government units. LGUs must now achieve at least an 81 percent overall rating to pass the comprehensive assessment.
Additionally, the same 81 percent benchmark must be met across all five core areas, ensuring that local governments demonstrate consistent and balanced performance rather than excelling in some areas while neglecting others.
