The Police Regional Office 7 (PRO7) has announced a comprehensive gun ban and temporary suspension of firearm permits across Cebu province from May 4 to 11, 2026, as part of enhanced security measures for the upcoming 48th ASEAN Leaders' Summit.

The directive, issued on May 2, 2026, follows orders from the Chief of the Philippine National Police (CPNP) to ensure maximum security coverage during the high-profile international gathering and related meetings.

The suspension will take effect from 12:01 AM on May 4, 2026, until 11:59 PM on May 11, 2026, covering Lapu-Lapu City, Mandaue City, Cebu City, and the entire Province of Cebu.

Comprehensive Firearm Restrictions Implemented

According to PRO7, the temporary suspension encompasses multiple categories of firearm-related permits and activities. Permits to Carry Firearms Outside of Residence (PTCFOR) will be suspended throughout the designated areas during the eight-day period.

The restrictions extend beyond individual permits to include permits for transporting firearms designated for gun club members, as well as permits for gun manufacturers, dealers, and repair services operating within the affected areas.

Additionally, permits to transport and purchase explosives and explosive ingredients will be temporarily suspended, reflecting the comprehensive nature of the security measures being implemented.

Shooting Ranges and Pyrotechnics Affected

The security directive also mandates the temporary closure of all firing and shooting ranges within the designated areas. This measure ensures that recreational and training activities involving firearms are suspended during the critical security period.

Licenses to manufacture and deal in firecrackers and pyrotechnic devices will also be suspended, addressing potential security concerns related to explosive materials that could be mistaken for threats or used inappropriately during the international summit.

These comprehensive restrictions demonstrate the thorough approach being taken to eliminate potential security risks during the ASEAN gathering.

Authorized Personnel Exemptions

Despite the broad suspension of civilian firearm permits, specific exemptions remain in place for authorized security personnel. Members of the Philippine National Police (PNP), Armed Forces of the Philippines (AFP), and other Law Enforcement Agencies (LEAs) will continue to be authorized to carry firearms.

However, these exemptions apply only to personnel who are performing official duties and wearing prescribed uniforms. This requirement ensures that authorized individuals can be easily identified while maintaining the security integrity of the restricted zones.

"This proactive security measure reflects our commitment to delivering police service that is swift, honest, and truly felt by the public," PBGen Abad stated. "We ask for the understanding and full cooperation of our communities as we work together to ensure the safe, secure, and orderly conduct of the ASEAN Summit."

The regional director's statement aligns with the CPNP's organizational mantra of "Serbisyong Mabilis, Tapat, at Nararamdaman," which translates to service that is swift, honest, and truly felt by the public.

The security operations will involve close coordination between multiple agencies and government levels. PRO7 will work in partnership with the Armed Forces of the Philippines, other Law Enforcement Agencies, and local government units throughout the affected areas.
