The Philippine Army's 2nd Infantry (Jungle Fighter) Division said it provided immediate medical care to a captured New People's Army (NPA) leader following an armed encounter in Bulalacao, Oriental Mindoro on Wednesday, October 14, 2026, as authorities simultaneously served 11 warrants of arrest against him covering charges of murder, attempted murder, and attempted homicide.

Captured During Clash in Sitio Bagao

The 203rd Infantry (Bantay Kapayapaan) Brigade identified the captured man as Miguel Magbata, alias "Mikoy," describing him as a senior NPA leader who oversaw the armed group's operations in the towns of Roxas, Mansalay, and Bulalacao in southern Oriental Mindoro.

According to the brigade, Magbata was apprehended during an encounter between government troops and NPA members in Sitio Bagao, Barangay San Roque, Bulalacao. Troops also recovered a high-powered firearm and assorted war materiel reportedly left behind by fleeing rebels following the engagement.

Medical Attention Provided at Capture Site and Hospital

According to the 203rd Brigade, soldiers of the 1st Infantry (Always First) Battalion administered first aid to Magbata immediately after the clash. He was subsequently brought to the Oriental Mindoro Southern District Hospital for a physical examination.

Photos released by the military show a health worker checking Magbata's blood pressure and oxygen level while a soldier stood beside him. A booking photo dated October 16, 2026 lists an attempted homicide case among the charges against him.

Roxas Court Issues 11 Warrants for Violent Crimes

The brigade said authorities served warrants of arrest against Magbata covering several criminal cases filed before different courts in Oriental Mindoro. The 11 warrants were issued by the Roxas Municipal Trial Court for crimes listed by the Army as murder, attempted murder, and attempted homicide, according to the 203rd Brigade.

The military stated that Magbata's liability for the charges will be determined through the courts. He has not been convicted of any of the offenses. His side, or that of his counsel, could not be obtained as of press time.

Brigade Commander Cites Military Duty to Protect Detainees

Brigadier General Melencio Ragudo, commander of the 203rd Brigade, said soldiers prioritized Magbata's safety and medical needs in line with military procedures and the Army's duty to protect persons in its custody.

"We have a responsibility to ensure that he is treated humanely. However, the serving of his warrant is a part of our legal system, and it is good to know that he is showing early signs of cooperation so he will receive the necessary support regardless of the charges filed against him," Ragudo said.

Division Commander Links Humane Treatment to Accountability

Major General Arsenio Sadural, commander of the 2nd Infantry Division, said the treatment given to Magbata reflects the Army's obligation to protect human dignity, including that of Filipinos involved in the communist armed movement.

"Many of those who joined the armed movement are fellow Filipinos who were drawn into a conflict that has already affected so many lives and separated many families. Even when they are captured during military operations, they remain entitled to humane treatment and the protection of their rights," Sadural said.

Sadural added that providing medical care does not set aside legal accountability. "Providing medical care and treating a captured rebel with dignity does not mean setting aside accountability, judicial process must be allowed to take its course," he said, adding that laying down arms "is still an option" for those who remain in the movement. Sadural took command of the 2nd Infantry Division in August 2026.

Operations Against Remaining NPA Units to Continue

The 2nd Infantry Division said it will continue lawful military operations against remaining NPA units in Mindoro while observing human rights standards and International Humanitarian Law. The division noted that Mindoro remains one of the few areas in the country where NPA units are still active.
