Armed Forces of the Philippines (AFP) Chief of Staff Gen. Antonio G. Nafarrete on Tuesday, October 13, visited the AFP Cyber Command at Camp Aguinaldo in Quezon City to assess its facilities, operational capabilities, and readiness against emerging cyber threats, the AFP said.

Nafarrete was received by Brig. Gen. Joey T. Fontiveros PA, commander of the AFP Cyber Command, according to a press release issued Wednesday by the AFP Public Affairs Office.

The AFP said the visit underscored the importance of strengthening the military's cyber defense capabilities amid a rapidly evolving digital security landscape.

In its statement, the AFP said it "remains committed to enhancing its cyber capabilities, strengthening operational readiness, and safeguarding military networks and information systems against emerging cyber threats in support of national security."

The AFP Public Affairs Office did not detail specific findings from the assessment, nor did it disclose any new equipment, programs, or directives arising from the visit.

Nafarrete's Rise to AFP's Top Post

Nafarrete assumed office as the 61st AFP Chief of Staff on July 21, 2026, succeeding Gen. Romeo Brawner Jr. He previously served as commanding general of the Philippine Army before his elevation to the military's top post.

The Commission on Appointments confirmed his appointment on August 13, 2026.

Fontiveros: A Career Rooted in Cyber and Signal Operations

AFP Cyber Command is led by Brig. Gen. Joey T. Fontiveros, a member of the Philippine Military Academy "Bantay Laya" Class of 1994. Fontiveros has held multiple cyber and signal posts within the Philippine Army, including serving as commanding officer of the Army Signal Regiment's Cyber Battalion.

He received his promotion to brigadier general and assumed command of the AFP Cyber Command in January 2026.

From Cyber Group to Full Command

The AFP Cyber Command was expanded from the military's earlier Cyber Group. In 2023, then-AFP Chief of Staff Gen. Romeo Brawner Jr. proposed elevating the unit into a full command, with increased personnel and equipment, to bolster the defense of AFP networks nationwide.

The move reflected a broader recognition within the Philippine military that cyber operations had grown too critical to remain under a smaller organizational structure.

Persistent Threats Tied to West Philippine Sea Tensions

In February 2026, the AFP said it continued to face persistent cyber activity targeting its networks, including attempted intrusions, website defacements, and misinformation operations, according to an earlier AFP statement.

The military linked part of that activity to geopolitical tensions over the West Philippine Sea, signaling that the AFP Cyber Command's mandate extends beyond routine network defense into the realm of information warfare and state-level digital threats.

By the Numbers

  • 61st — Nafarrete's rank in the line of AFP Chiefs of Staff
  • July 21, 2026 — Date Nafarrete assumed office as AFP Chief of Staff
  • August 13, 2026 — Date the Commission on Appointments confirmed his appointment
  • January 2026 — Month Fontiveros received his star and assumed command of AFP Cyber Command
  • 1994 — PMA "Bantay Laya" class year of Brig. Gen. Fontiveros
  • 2023 — Year the proposal to expand the Cyber Group into a full command was made

Why This Matters

The AFP's top officer personally inspecting the Cyber Command signals that digital defense has become a top-tier priority for the Philippine military, particularly as the AFP has publicly acknowledged persistent cyber intrusions and misinformation operations it associates with ongoing West Philippine Sea tensions.

The expansion of the unit from a Cyber Group into a full command — with more personnel and resources — reflects a structural shift in how the AFP approaches national security threats that extend well beyond conventional warfare into the digital domain.
